The China Construction Machinery Industry Association was formally established in 1993, but until 2002, the association merged with the China Construction Machinery Association. The third session of the council was convened in May 2005 and has now gone through 4 years. During these four years, the functions of the association gradually shifted from government-assisted agencies to service-oriented agencies. This four-year period was also a period of rapid development of the construction machinery industry. At present, the output value of the entire industry has reached nearly 300 billion yuan, and the development speed ranks second in the entire equipment manufacturing industry. This achievement is inextricably linked with the role of the association.
The work of the association is maturing
In order to serve the industry better and more specifically, the Association has introduced several professional cadres in the way of transfer, recruitment and large enterprises, and actively improved the aging of the relevant personnel of the Association, so as to make the Association more serviceable.
At present, the association already has 23 professional clubs and 7 working committees. Within 4 years, these institutions have also undergone major changes. Among them, the heads of 11 branch offices were changed, the concrete vibrating machinery branch was merged with the concrete machinery branch, and the construction machinery leasing branch was established. The association organizes annual meetings of branch offices to exchange experiences and create a harmonious working environment.
The Association also actively develops members. From May 2005 to August 2009, 613 companies have become new members, of which 104 have been developed this year. This also shows that the construction machinery industry continues to grow and develop, and the influence and cohesion of the association are gradually increasing.
Doing statistical work is also one of the key tasks of the third association. According to industry statistics or sampling statistics, the association conducts regular analysis of the economic performance of the industry, and imports the import and export data of construction machinery from the customs so as to understand and analyze the trends of imports and exports in a more timely manner. These data are reported to the Development and Reform Commission, the Ministry of Industry and Information Technology, the Federation of Machinery Industry, and other departments as an important basis for decisions made by relevant government departments and enterprises. On the one hand, they are provided to member companies and provide basis for enterprises to make decisions.
In addition, the association also carried out revisions of industry standards. At present, the association and the club have participated in four national professional standardization technical committees. In the future work of the National Professional Standardization Technical Committee, the Association will represent all types of enterprises in the industry, actively coordinate the positions of various parties, strengthen communication and cooperation with relevant foreign standards organizations, improve the standard of standards as soon as possible, and strive to adapt the standard work to the rapid development of the industry. To adapt to the market economy environment and adapt to the needs of international development. The association also actively carried out training work. Do a good job in industry management
Although the industry association is not an authority, it is still the most important organization in the industry, and it can lead and regulate the development of the industry from a certain extent. The industry management work conducted by the association is mainly as follows:
First, in recent years, the links and communication between government departments and associations have been gradually strengthened. The association actively cooperates with the government, which is very favorable for the industry to obtain better development environment and policies, and it can also expand the influence of the association and strive for it. More right to speak. Entrusted by the relevant departments of the central government, the secretariat of the association did a great deal of basic work during the third term of the council based on the specific characteristics of the industry and the needs of the company, and provided the government with many suggestions and opinions. For example, the National Development and Reform Commission entrusted the preparation of the "Eleventh Five-Year Plan" for large-scale construction equipment science and technology development planning proposals, the requirements of the Economic Cooperation Bureau of the Ministry of Commerce, and participation in the review of engineering machinery categories "Guidance Catalogue for Foreign Aid Materials Supply".
Secondly, entrusted by the China Machinery Industry Federation and the China Machinery Industry Association, the association has organized and reviewed the projects of the construction machinery industry in the "China Machinery Industry Science and Technology Progress Award" every year since 2002. From 2005 to 2008, the association organized 134 engineering and scientific research institutes to apply for the engineering machinery science and technology projects. Five first prizes, 25 second prizes, and 39 third prizes were evaluated. Among them, the SCC400 crawler crane produced by Shanghai Sany Heavy Machinery and the first five research projects of Xuzhou's heavy-duty all-terrain crane technology research and industrialization have won the first prize for scientific and technological progress in the machinery industry.
Third, organize the application and participate in the evaluation of Chinese brand-name products. In 2006, the Association participated in the "Eleventh Five-Year" brand-name product development planning work conference organized by the China Machinery Industry Federation and recommended that nine types of construction machinery products be included in the "Eleventh Five-Year Plan" brand-name cultivation plan. Since 2006, there have been 4 products and 7 companies have been awarded the title of China Famous Brand.
Fourth, regulate the import of second-hand construction machinery. Regarding the import of second-hand construction machinery, the association submitted a report to the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on the proposal to formulate import measures for used construction machinery as soon as possible. Since April 2006, the excavator branch has been commissioned to regulate the secondary equipment market and has identified the sales agency qualifications of 50 sales agents. At present, the Ministry of Commerce has implemented restrictions on the import of excavators after 5 years from the factory on January 1, 2009.
The association also actively assists the government to adjust the import and export duties of various construction machinery products in a timely manner to facilitate international trade. In addition, the Association also organizes enterprises to participate in public welfare activities such as earthquake relief in 2008 and fulfills their social responsibilities; in conjunction with the Central Propaganda Department and other departments, they have made reports on independent innovations in the industry.
Reflect industry appeal
Reflecting corporate demands is an important function of the association's service companies. Since the establishment of the Third Session of the Board of Directors, the Association has repeatedly submitted suggestions and opinions to the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection and Quarantine on the issues concerning special equipment policies and regulations.
In particular, some of the earth-moving engineering machinery was included in the "field vehicle (plant) within the motor vehicle", according to the special equipment administrative licensing management model to manage the problem. Because of the special equipment management problems, many companies in the industry have had their products detained and fined, and the Association has done its best to report to the relevant government departments in a timely manner and seek help. Through tireless efforts, in 2009, the State Council issued the "Special Equipment Safety Supervision Regulations" (New Regulations) definition of on-site special motor vehicles is no longer involved in the scope of earth-moving construction machinery.
Solve the problem of "announcement management" of engineering vehicles. Truck cranes, pump trucks, concrete mixer trucks and other products belong to the construction work vehicles for construction machinery products. At present, these products are subject to "announcement management" and "3C" management, and their management models also bring certain problems to the industry. The association has actively communicated with the relevant government departments regarding the noise limits of vehicles and the limits of vehicle movements, and achieved certain results.
Conducting foreign exchanges
As an important window of the industry facing the international community, a very important task of the association is to establish extensive contacts with the world's construction machinery industry and create conditions for China's engineering machinery products to go international. From 2006 to 2009, the association organizes overseas visits to professional exhibitions and inspects foreign related companies each year according to the requirements of relevant companies. It has organized more than 100 leaders and technical leaders of six groups to participate in the exhibition.
Up to now, the association has established contact with eight countries or regions such as the American Equipment Manufacturers Association (AEM), the Japan Construction Machinery Industry Association (CEMA), the German Manufacturers Association (VDMA), and the European Union Construction Machinery Association (CECE). Since 2006, the association has participated in the annual meeting of the International Association of Construction Machinery Industry (ITC) five times. Due to the rapid development of China's construction machinery and its huge market potential, it has become the focus of global counterparts, and some representatives proposed to have the opportunity to invite China Construction Machinery Industry Association to host ITC.
The excellent and international exhibition of construction machinery is one of the best stages for companies to display the latest products and international exchanges, and is also the best window for enterprises to export their products. The organization of domestic enterprises to participate in the exhibition is also one of the key service projects of the association. After many years of research and exploration, the Association decided to participate only in the BICES exhibition in Beijing and the bauma exhibition in Shanghai. It does not support, Co-organize, undertake or support other engineering machinery exhibitions.
In addition, the association also organizes Chinese companies to exhibit abroad. The association mainly organizes companies to participate in the world's three most famous exhibitions of construction machinery: bauma show in Germany, CONEXPO in Las Vegas, USA and INTERMAT exhibition in Paris, France ). The exhibition organized by the association went abroad. From the initial exhibition area of ​​one or two thousand square meters, the Chinese pavilion has grown to more than 10,000 square meters. It is expected that at the International Construction Machinery Exhibition in Munich, Germany in 2010, the Chinese pavilion will reach more than 15,000 square meters.
