At the “Thematic Symposium on Finance and Strategic Emerging Industries” held yesterday, Guo Qingping, assistant to the central bank governor, revealed that the central bank is currently researching financial innovation products such as high-yield bonds and private equity convertible bonds that are suitable for hi-tech characteristics.
"Facts have proved that after each financial crisis, a number of emerging industries will emerge, and new energy, new materials, energy-saving and environmental protection industries will become China's strategic emerging industries." On October 10 this year, the "Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries" was released, and the expansion of financing channels for emerging industries will be one of the focuses.
Guo Qingping said that from the perspective of the match between science and technology and financing services, the financing needs of enterprises or projects that are in the primary stage of scientific and technological R&D and transformation of scientific and technological achievements should mainly rely on venture capital, special financial funds or private equity funds to provide financing support. At this stage, bank credit funds that seek to stabilize returns on earnings are difficult to invest in large quantities. When a company or project enters a relatively mature period, the bank credit product and service innovation and market-based financing must be followed up in a timely manner.
"The Central Bank is strengthening its policy coordination with relevant departments, actively researching and developing high-yield bonds and private-equity convertible bonds that are suitable for the characteristics of high-tech industries, and strive to launch them as soon as possible," said Guo Qingping. However, some experts stated that at present, China’s financial laws do not allow companies to directly borrow money from each other. Instead, they must use third-party authorizations (such as banks) to conduct inter-company lending. If private convertible bonds are to gain a recognized legal status, the legal status of direct loans between companies must be resolved first because the latter directly defines the legitimacy of issuing bonds to enterprises.
