In the first 10 months of this year, the city has eliminated 340,000 high-emission old vehicles. In the next step, the gasoline vehicles of the national first and second national emission standards will become the focus of governance.

According to the current “Beijing Municipality Further Promoting the Retirement of Old Motor Vehicles (2015-2016)”, the owner of the old motor vehicles in advance can be given a subsidy of 8,000 yuan. Specifically, if the owner scraps a 10-year passenger car in advance, he can get a government subsidy of 8,000 yuan; in advance, a 10-year-old bus will be subsidized by 19,500 yuan. However, this policy only applies to used vehicles that were scrapped from January 1, 2015 to December 31, 2016. Starting next year, car owners will not receive subsidies. In addition, the deadline for owners to apply for government grants and corporate awards is January 31, 2017.

According to the statistics of the Municipal Environmental Protection Bureau, in the first 10 months of this year, Beijing has eliminated 340,000 high-emission old vehicles, which can reduce carbon monoxide, nitrogen oxides, hydrocarbons, particulate matter and other pollutants by 40,000 tons per year.

At present, the number of motor vehicles in the city has reached 5.65 million, and the total amount of pollutants discharged each year is about 500,000 tons. In the PM2.5 local pollution contribution, the annual contribution rate of motor vehicle emissions is more than 30%, and the non-heating season can reach more than 40%. It can be said that motor vehicle emissions are the largest source of local PM2.5 in this city. In addition, nitrogen oxides and volatile organic compounds emitted by motor vehicles are also important factors in causing excessive ozone. The volatile organic compounds emitted by light gasoline passenger cars account for 80%-90% of the total volatile organic emissions emitted by motor vehicles.

In order to further improve the air quality after the 2008 Olympic Games, the principle of the last elimination principle was adopted to start the restriction and elimination of the economic subsidy policy for the yellow label vehicle. Since 2011, the city has eliminated 2.172 million yellow-label vehicles and old vehicles. Beijing has completed the task of eliminating yellow label vehicles in 2015.

According to the relevant person in charge of the Municipal Environmental Protection Bureau, at present, the number of gasoline vehicles in the national first and second national emission standards is only 10% of the city's light gasoline vehicles, but the nitrogen oxides emitted by the city account for about the city's light gasoline vehicles. 40% of emissions and 30% of volatile organic compounds have become the focus of the city's management after the yellow label.
