The Ministry of Finance, the Ministry of Science and Technology, and the National Energy Administration have issued documents on subsidies.

The "Notice on the Implementation of the "Golden Sun" Demonstration Project" (hereinafter referred to as the "Notice") was interpreted by the industry as a sign that the "Solar Roof Project" was about to end.

"The 20 billion yuan subsidy, which is used to subsidize building roofs and BIPV (photovoltaic building integration), exceeds the total installed capacity of this year's 'solar roof plan' by more than three times." The "Solar Roof Plan" program launched in March had two deadlines for declarations in mid-May and August 30. However, due to the excessive number of first batch declaration projects, provincial projects reported exceeded 300 MW. Therefore, the second batch of declarations was aborted.

In September of this year, the Ministry of Finance formally confirmed that in 2009, there were a total of 111 and 91 MW projects under the “Solar Roof Project” that were subsidized, and the total amount of subsidies was 1.3 billion yuan. In contrast, the "Notice" required that the "Golden Sun" demonstration project arrange 294 demonstration projects with a total installed capacity of 642 MW, an increase of 30% from the 500 MW set in July.

The overall 642 MW project is subdivided. There are 232 grid-connected photovoltaic power generation (ie, "solar roofing") projects on the user side of large industrial and commercial enterprises with an installed capacity of 290 megawatts. The amount of electricity generated is used by users; large-scale grid-connected generation There are 35 projects with an installed capacity of 306 megawatts, and the generated power is connected to the grid for transmission; the rest are off-grid systems without electricity.

It is worth noting that the new "Golden Sun" policy and the upcoming PV on-grid tariff, and two preferential policies supporting the photovoltaic industry, can only take one of them.
