The “Proposal” proposes that by the end of 2011, the quality and technical level of electromechanical products for wood and wood packaging materials have been greatly improved; preliminarily established laws and regulations, standards, policy systems, and information service systems for mechanical and electrical product packaging and wood substitution; The proportion of wood packaging for mechanical and electrical products decreased by 30%, the proportion of wood-saving wood packaging reached 50%, and the annual saving of high-quality wood was 3 million cubic meters.
With the rapid development of urban and rural construction and the continuous improvement of people’s living standards, wood consumption has grown rigidly, and the contradiction between supply and demand for wood has become increasingly prominent. However, in China's mechanical and electrical product packaging, wood packaging accounts for about 80%, and timber consumes more than 10 million cubic meters each year, accounting for about 1/6 of China's commercial timber production, and most of them are high-quality wood.
Experts believe that accelerating the work of mechanical and electrical product packaging, wood saving and wood substitution is of great significance for saving high-quality timber and protecting forest resources and ecological environment. It is not only a requirement for building a resource-conserving and environment-friendly society, but also promotes the packaging of electromechanical products in China. Upgrading, accelerating the actual needs of international standards.
The reporter learned that in recent years, China has actively explored mechanical and electrical products for packaging and wood-replacement, and successively held orders from Taiyuan Heavy Machinery Group, China Yizhong Group, China Erzhong Group, Taiyuan Heavy Industry Group, Shanghai Electric Group, and Dongfang Electric Group. Thirteen other companies have started pilot projects for the use of wood and wood substitutes.
Among them, the use of fast-growing wood processing into "laminated lumber" to replace solid wood packaging materials; metal, magnesite, wood-plastic materials and bamboo plastic board, honeycomb paperboard, crop straw board to replace wood packaging materials, etc. have made progress . After several years of hard work, pilot enterprises have achieved a ratio of 30% to 57% in saving materials, and have saved more than 40,000 cubic meters of wood annually.
Xu Zhanlin believes that "laminated veneer lumber" is an ideal substitute for electromechanical product packaging. It not only saves timber significantly, but also promotes the use of wasteland, hillside land, and intercropping by farmers to expand the cultivation of fast-growing forests and increase income. This move is an important way to increase China's forest coverage rate, transfer rural surplus labor force, and solve the "three rural" issue.
Six tasks go hand in hand
At the same time as achieving results, there are still some problems faced in the development of wood and wood. Mainly reflected in: high packaging costs, lack of market competitiveness of products; product technology, production processes, test methods, detection technology and standardization and other research work is weak; lack of specific incentives to mechanical and electrical products packaging and wood replacement of the policy. To this end, the "plan" proposes the following six tasks.
The first is to strengthen scientific and technological research. Supporting enterprises, scientific research institutes and other key technological processes, testing methods, etc. as the focus, carry out special research and technical research. Actively develop new materials and new technologies, improve product quality and technology, and reduce packaging costs. Support qualified regions and enterprise groups to build a research center for packaging materials, wood and wood engineering, and accelerate the transformation of scientific research achievements. At the same time, carry out international cooperation in packaging technology and actively introduce advanced foreign technologies.
The second is to accelerate the construction of key projects. Accelerate the construction of key wood material production projects such as laminated timber, crop straw board, bamboo glue board, heavy-duty corrugated board, honeycomb paperboard, magnesite, wood-plastic, etc., and form a batch of wood-saving materials as soon as possible to achieve good results and have market competition Force product production capacity.
The third is to gradually expand the pilot. In the machinery, electronics and other industries choose 3 to 5 representative companies to expand the wood and wood packaging to expand the pilot, to encourage the use of wood and new materials, new products. Summarize pilot experience in a timely manner and gradually promote it.
The fourth is to strengthen the construction of the standard system. Give full play to the supporting role of standards for the development of the industry, and gradually establish a standard system for packaging, material, and wood substitution of mechanical and electrical products. Focusing on laminating materials, crop straw board, plywood, bamboo glue board, heavy-duty corrugated board, magnesite, and honeycomb paperboard, we will work hard to develop standard materials for packaging materials and packaging containers.
The fifth is to strengthen recycling. Strengthen coordination among machinery, packaging, logistics, and other trade associations, and select some of the companies that produce, transport, and use packaging materials for mechanical and electrical product packaging, and carry out demonstrations on the use of packaging for turnover. Strengthen the recycling management of wood-wrapping mechanical and electrical product packaging materials, standardize the recovery work, and gradually establish a common system of wood-saving mechanical and electrical product packaging materials.
Sixth, establish an evaluation system. Establish a quality evaluation system for wood and wood substitute packaging, study and formulate measures for evaluating the quality of mechanical and electrical product packaging, wood and wood substitutes. Establish industry access conditions, improve the access threshold of the wood and wood electrical and mechanical product packaging enterprises, strictly manage the industry access, and ensure the quality of wood and wood packaging.
