The new version of the special national school bus safety mandatory national standard issued in early April this year was officially implemented on May 1st. The newly revised standard requires the application of the special school bus appearance logo, while paying more attention to the safety performance of the vehicle and the operability of vehicle safety management.

The national standards for special school bus safety include two mandatory national standards for “Safety Technical Conditions for Special School Bus” and “Strength of Student Seat System and Its Vehicle Fixtures for Special School Bus”, which respectively replace the “Safety Technical Conditions for Special School Bus Schools” and “Special Primary School Students”. According to the relevant person in charge of the National Standards Committee, the national standards for special school bus safety are widely sought from the public in the process of formulation. The two standards clarify the technical indicators and test methods of the special school bus and seat system, fully consider the characteristics of the design, production and use of the special school bus, pay more attention to the safety performance of the vehicle and pay more attention to the human nature of the vehicle configuration. And pay more attention to the operability of vehicle safety management.

Compared with the original standard, the new standard has significantly improved the safety requirements of the vehicle, including the structural strength of the vehicle body, the collision protection structure, the braking device, the driver's field of vision, the tire, the seat belt setting, the emergency escape configuration, and the seat performance. Both have improved.

The new national standard divides the school bus into two types: light and medium and large. The light school bus is more than 5 meters long and less than or equal to 6 meters. The medium and large school bus is more than 6 meters long and less than or equal to 12 meters. Front and rear bumpers are required for special school buses to provide maximum protection. School buses must not be higher than 3.7 meters. No outside luggage racks can be set up. Both articulated buses and double-decker buses cannot be used as special school buses.

The new standard has increased the number of the maximum number of occupants of the school bus, the first aid kit, the interior decoration parts, the signal system, the air content of the car, etc., and revised more than 30 contents such as student seats, emergency exits, and stepping.

According to the new national standard, the maximum number of occupants of a special school bus for young children should not exceed 45; the maximum number of occupants of a special school bus for primary school students and school buses for primary and secondary school students should not exceed 56.

The new standard also clearly stipulates that a dedicated school bus should have only one passenger door and be located between the front and rear wheels. For ease of evacuation and out-of-vehicle assistance, there should be at least one exit on the left and right sides of the vehicle. Steps (steps) should not be too high; the handrails and chairs should be set up and down; the partitions should be softened; the air quality in the car must be up to standard; the tachograph with satellite positioning function and the in-vehicle video monitoring system should be installed.

Prior to the publication of these two new national standards, the “School Safety Management Regulations” that had received much attention had been announced. According to the regulations, school buses carrying students enjoy “priority” on the road, and can be used in public transportation lanes and other sections where social vehicles are prohibited but public traffic vehicles are allowed to pass. High school students are not included in the school bus service. The admission of young children is also based on the principle of ensuring that children are admitted to the park and transferred by parents.

The relevant person in charge of the National Standards Committee said that the implementation of the national standards for special school bus safety will strongly support the implementation of the "Regulations on School Safety Management", which is of great significance for standardizing the production of special school buses and strengthening the safety management of school buses.
