This is a report from Dave Weaver at radioman911.com:

August 23, 2016 – CHICAGO – A 4-fatality, 3-11 Alarm/EMS Plan 2 apartment fire occurred at 8114 S. Essex Ave. in the Englewood neighborhood. The audio includes traffic from the Englewood fire radio repeater, edited to highlight major transmissions and condensed for time. This recording was captured by Radioman911 and broadcast via Broadcastify.

Here are some excerpts from the Chicago Tribune:

A 3-month-old baby, two girls aged 4 and 7, and a man lost their lives in an extra-alarm fire that broke out early Tuesday in an apartment building on South Essex Avenue in the South Chicago area. Authorities have confirmed that a man suspected of starting the fire following an argument is currently in custody.

According to officials, the baby was found next to a man who had jumped from the three-story building around 1:39 a.m. The two girls were discovered in a third-floor apartment, while the man was found in a neighboring unit. A police source mentioned that the suspect had been involved in a conflict with someone inside the South Side building, who managed to escape the fire unharmed.

Deputy Fire Commissioner Arriel Gray stated that firefighters faced intense flames on the second and third floors, with both stairwells compromised. Due to the severity of the fire, crews could not enter the building and had to fight the blaze from the outside. The fire was finally brought under control at 5:39 a.m.

Witnesses reported seeing multiple people jump from the building, which contains approximately 32 apartments. Firefighters used ladders to rescue several individuals. The 3-month-old infant was taken to Comer Children’s Hospital in critical condition and later pronounced dead at 2:40 a.m.

A 48-year-old man was transported to Advocate Christ Medical Center in Oak Lawn in critical condition, while two others were taken to South Shore Hospital—one in fair condition and the other in good condition.

Hours after the fire, the bodies of a man and two children were found as firefighters gained access to the section of the building where the fire originated. People reportedly jumped from second- and third-floor apartments on the south side of the U-shaped building.

The building, located at 81st Street and Essex Avenue, has repeatedly failed annual inspections since 2011, according to records from the Chicago Department of Buildings. The most recent failed inspection took place in November 2015. City officials were unable to fully inspect most of the apartments or the rear porches due to restricted access. In the areas they could examine, they found a porch that was improperly attached, missing pickets in the interior stairwell, and mouse droppings in a kitchen.

Previous inspection reports listed numerous violations, including non-functional smoke detectors, expired fire extinguishers, protruding nails on porches, and signs of rodent infestation inside one unit.

Police received calls around 1:35 a.m. about a fire set in the courtyard of the building. Firefighters initially responded with a 2-11 alarm as the fire spread through the second and third floors. Shortly after, a 3-11 alarm was issued along with an EMS Plan II, sending 10 ambulances and around 150 firefighters to the scene, along with additional equipment.
