3-11 Alarm fire in Chicago kills four, 8-23-16

Here's a report from Dave Weaver at radioman911.com:

August 23, 2016 – CHICAGO – A deadly 3-11 Alarm/EMS Plan 2 apartment fire occurred at 8114 S. Essex Ave. in the Englewood neighborhood. The audio has been edited for major transmissions and heavily time-condensed, as recorded by Radioman911 via Broadcastify.

Excerpts from the Chicago Tribune:

A tragic fire in a South Chicago apartment building on Tuesday morning claimed the lives of four people, including a 3-month-old baby, two girls aged 4 and 7, and an adult male. Authorities have confirmed that a man suspected of starting the fire following an argument is currently in custody.

The baby was found next to a man who had jumped from the three-story building at around 1:39 a.m. The two girls were discovered in a third-floor apartment, while the man was found in a neighboring unit. Firefighters faced intense flames on the second and third floors, with both stairwells compromised. Due to the severity of the fire, crews were forced to fight it from the outside.

The fire was fully extinguished by 5:39 a.m. Witnesses reported seeing multiple people jump from the U-shaped building, which contains approximately 32 units. Firefighters used ladders to rescue several individuals. The 3-month-old infant was taken to Comer Children’s Hospital in critical condition but later died at 2:40 a.m.

A 48-year-old man was hospitalized in critical condition, along with two others—one in fair condition and another in good condition. The bodies of the man and two children were recovered hours after firefighters gained access to the fire’s origin area.

The building, located on 81st Street and Essex Avenue, has repeatedly failed inspections since 2011. The most recent failure was in November 2015. City officials were unable to fully inspect the structure due to restricted access. In areas they could examine, they found issues such as an improperly secured porch, missing pickets in the stairwell, and signs of rodent infestation.

Previous inspection reports also noted violations like non-functional smoke detectors, expired fire extinguishers, protruding nails, and emergency lighting that didn’t work. Police received calls around 1:35 a.m. about a fire in the courtyard, and firefighters quickly escalated the response to a 2-11 alarm, then a 3-11 alarm with EMS Plan II, bringing in over 150 firefighters and 10 ambulances.
