Beijing supermarkets send plastic bags up to 30,000 yuan
The implementation of a fee on supermarket plastic bags starting June 1st has sparked intense discussions among members of the Chinese People's Political Consultative Conference (CPPCC). During the session, various committee members shared their opinions and recommendations. They emphasized that the government should introduce preferential policies for companies producing biodegradable or easily degradable products, while also encouraging consumers to bring their own shopping bags. To make this process more efficient, some suggested setting up dedicated checkout lanes for customers who use their own bags, thereby saving time and promoting convenience.
Cheng Ming, a CPPCC member and Director of the Treaty and Law Department at the Ministry of Commerce, revealed that the Ministry is currently drafting regulations on the paid use of plastic bags in large markets. The proposed rules include fines of up to 30,000 yuan for businesses that continue to provide free plastic bags illegally.
Guo Weiping, a vice president of the Central University for Nationalities and a CPPCC member, recommended that relevant authorities increase public awareness before the policy takes effect. For example, placing advertisements in prominent locations within supermarkets could help inform citizens about the new regulation. He also suggested that retail stores encourage customers to bring their own bags by offering special checkout lanes for those who do, making it more convenient and rewarding.
Tian Xiaojun, a CPPCC member from Daxing District’s First Vocational School, proposed a new regulation aimed at reducing plastic bag usage. She suggested that the public be encouraged to create personalized shopping bags from waste materials. Additionally, she called for government subsidies for manufacturers of eco-friendly bags to ensure they are sold at cost price, helping people gradually adopt greener habits.
Chen Bailing, a member of the Beijing Committee of the Democratic National Construction Association, urged the government to offer tax breaks, financial support, and other incentives to companies producing biodegradable bags. He also recommended providing interest-free loans or funding to help manufacturers transition their equipment to produce environmentally friendly alternatives.
Shang Ming, a CPPCC member and director at the Ministry of Commerce, confirmed that the "Regulations on Paid Use of Plastic Bags in Large Markets" are being finalized. The draft includes penalties such as warnings, public announcements, and fines of up to 30,000 yuan for non-compliant businesses. The Ministry plans to seek public input soon through online channels.
Supermarkets and shopping malls have already been invited to discuss the issue. One major concern raised by businesses is the potential for unfair competition, especially if some stores continue to offer free plastic bags in disguised forms like discounts or membership benefits. The Ministry has stated that such practices will be strictly prohibited.
It was also reported that the current charge will only apply to carry-out plastic bags, while the small cut bags used for fruits and vegetables may not be charged for now. The final plan is expected to be made public and open for public comments via the internet in the near future.
