Responsible care has become the development guideline for the chemical industry
In the past year, the petroleum and chemical industry—accounting for 11% of the country’s industrial added value, 14% of sales revenue, and 28% of total industrial profits—has actively embraced the principles outlined in the "Decision of Several Important Issues in a Harmonious Society," adopted by the Sixth Plenary Session of the 16th CPC Central Committee. This initiative has driven the industry to promote the concept of responsible care, fulfill its commitments, and achieve notable progress in sustainable development.
Responsible Care is a self-regulated and continuously improving system focused on environmental, health, and safety performance within the chemical industry. Its core purpose is not short-term profit but rather building a positive public image, ensuring long-term sustainability, and ultimately achieving zero pollution, zero accidents, and zero property losses. It emphasizes proactive measures to protect both people and the environment.
As a key pillar of the national economy, the petroleum and chemical industry has seen rapid growth in recent years. However, it also faces challenges such as high energy consumption and pollution. During the era of heavy chemical industry, uneven development, lack of technology, and poor management have led to some enterprises suffering from excessive resource use and environmental harm.
To address these issues, the industry has invested significant resources in structural adjustments, pollution control, waste management, and safety improvements. In 2002, the China Petroleum and Chemical Industry Association signed an agreement with the International Chemical Manufacturers Association to introduce Responsible Care into China. In June 2005, the association hosted a major international event, “China Responsible Care Promotion Conference – Sharing Global Best Experiences,†aimed at raising awareness and promoting the concept across enterprises. The event was attended by high-level officials, including Cheng Siwei, Vice Chairman of the Standing Committee of the National People's Congress, who emphasized that Responsible Care should be a key component of building a harmonious society and supporting sustainable development.
Government representatives from the Ministry of Health, Ministry of Public Security, State Environmental Protection Administration, and the State Administration of Work Safety were present, along with over 150 companies, including PetroChina and Sinopec. At the conference, 17 enterprises and parks, such as Daqing Petrochemical Company, Jiangsu Anbang Electrochemical Co., Ltd., and Nanjing Chemical Industrial Park, were designated as pilot units for implementing Responsible Care.
Today, many large petroleum and chemical companies are actively developing Responsible Care initiatives. For example, Sinochem launched the "Safety, Environment and Health Management System" (HSE) in 2001, while CNPC implemented the "Quality, Health, Safety and Environmental Management System" around the same time. CNOOC now regularly publishes CSR reports annually, and Shanghai Chemical Industry Park is collaborating with the China-EU Environmental Management Cooperation Program to enhance emergency response plans.
Overall, the industry is gradually integrating the principles of Responsible Care, striving for a balance between enterprise growth and social responsibility, and working toward a more sustainable and environmentally friendly future.
