Among the 29 chemical companies, 23 were rated "red" due to various environmental violations. Notable examples include Shanxi Jinzhong Coking Gas Co., Ltd. and the Second Branch Sulfuric Acid Plant of Shanxi Yuncheng Salt Chemicals. On the other hand, six chemical companies, including the coal gasification unit of Xishan Coal & Electricity Group Company and the coking company of Taiyuan Chemicals Co., Ltd., were classified as "black" for engaging in severe environmental infractions.
The evaluation system used by the provincial environmental authority classifies corporate environmental behavior into five levels: green (excellent), blue (good), orange (basically compliant), red (violating regulations), and black (seriously illegal). Enterprises that receive "red" or "black" ratings face significant restrictions in areas such as loan approvals, project applications, financing, and stock market listings. Those that are repeatedly rated as "red" or "black" may be subjected to stricter penalties and public exposure for an extended period.
To address non-compliance, the provincial environmental protection department implements a series of legal measures against companies listed as "red" or "black." These include strict monitoring and supervision, setting deadlines for environmental improvements, imposing fines, revoking pollution permits and other environmental licenses, ordering shutdowns, and taking actions such as seizing, confiscating, or destroying production facilities, equipment, transportation tools, and related materials.
This initiative reflects the government's commitment to promoting sustainable development and holding polluters accountable for their environmental impact.
